Florida code says to cover all the drip edge with 4 inches of tar before placing the starter strip to fully seal it all in.
Renailing
In 2015 the code was added to renail the decking with new nails before laying down the underlayment.

The double felt code says to overlap by 17 inches when laying down the underlayment.
